Yes, there are many providers out there that use third party DDOS protection that you'll want to steer clear from. You'll want to make sure it's onsite/inhouse, like someone previously mentioned, that's the only way it can be effective and worthy. The only way to make sure is to ask and talk to them.

In terms of the hardware requirements, I don't think you'll have any problem finding a server with those specs.
