I'd suggestion phpBB if you're on a minimal budget and want to get started quick and easy. Just whatever you do, do NOT use SMF. They use absolutely horrid coding techniques and the system as a whole is extremely unreliable.

According to me try this step
Start with a free one, some were already mentioned. If your forum does well you can still switch to vbulletin or IP board.

Just get a Cpanel Hosting with fantastico. And you get a handful of forums to install with a click or two. PhpBB is good. It will be the easiest way to get started...
Or get vBulletin if you dont want to go with a free open source forum.
PhpBb is good enough though. All the best.

I would recommend starting out with MyBB, as it's free and easy to use for a newcomer to forum management. As a web hosting company I would suggest HawkHost, affordable and reliable. Talking from my own experience.
