It will depend mostly on the type of server specs you order and the configuration of the machine. When the hardware is in stock, the server should be online the same day or at least within 24 hours with most providers. As iand said, you will want to ask the provider you are considering about the turn around time on the server you plan to order. Most should be able to provide an accurate estimate as to when to expect it. Are you in a hurry or on a deadline to have this machine online?

Some providers keep basic servers racked a head of time. When someone orders they will boot it up and configure the OS. This method usually provides the fastest turn around time for deployment.
Some providers also build the server from scratch when someone orders. This generally takes longer to deploy. But bigger providers can still provide a fast deployment time.NewYorkCityServers.com - Specializing In Dedicated Servers and Financial Hosting

Some providers build the servers by themselves, but most use server builders or vendors to save time. How long it takes is really depending on the config and their server builders/vendors. So, it best to ask the host you want to order about the build & setup time.

Many dedicated server providers have a surplus of components on-hand, and simply build the server and ship it to the proper location (if necessary) when ordered. This is typically how we fill new dedicated server orders.

A lot of server providers do build the order and should have it up and running within the same day as the payment is received.

Depends what you're specs are. I bought a 128GB server a few days ago, and it's going to get setup on Monday.

4 - 24 hours if the company has the exact configuration on stock. 48 - 72 hours if the web host has to get a new server from a vendor. It usually takes 24 - 48 hours to run a complete test on a brand new machine. There are different testing methods however, so some company might need less time.

This is how we normally work setup times:
Standard non custom server: 2-8 hours
Custom dedicated server: 24-72 hours
Private cloud solution: 3-5 working days
I would expect most companies to be on the same sort of timings, they are pretty standard.

Usually providers have some configs ready for set up in 6 to 8 hours, however if one makes a custom order then it might take time to source the hardware usually upto a week once the payment is made.
You can always get this clarified before going ahead.
Also, hosting service providers will mostly bill you from the date they actually give the server to you.
