I dont think load is viewable in the quote you pasted. RAM usage is showing that atleast 45% is free and CPU usage is very less.
Where you see Load?

Yes, it's using only half its memory and no swap, yet i/o wait is 99.8% - hard drive problems?

IO Issues...
ok here is what you do. First do a
vmstat 1
If the first column has higher numbers (Consistently over 4 in my opinion on that type of CPU then it is mostly CPU related). If the second number is over 3 or 4 consistently then if means (Usually) your IO (Almost ALWAYS disk related) is getting pummeled and is killing the server and sometimes cpu while starved IO processes are waiting for disk time.
Do an
iostat -kxd 1 (If your kernel supports it as virtually all 2.6.x kernels do)
Look at the last # in the colum. It will show % of disk IO used on physical devices. If it shows 99% or 100% during these peak times then your disk setup isn't great and it is killing the box, or you have something else going on that is eating up your disk. Also, disk seeks are WAY WAY WAY more of a problem than read/writes, so you might want to look at that. Cpanel is HORRIBLY ineffecient with file io and seeks, especially with mail. Anyway... Try that first and let me know.

I notice that what you pasted is not showing all the running processes. I do not see cPanel running, nor httpd in what you pasted. Try pressing "P" to see highest CPU eating processes or "m" to see the processes that are eating the most memory. I wouldn't doubt that updatedb is running or something like that.
