Stealth private anonymous hosting

I am looking for a webhost & domain registrar that does not give away customer's details very easily.

I am not from the US and I don't plan on hosting anything illegal, but host a discussion forum, where people may talk about my government and criticize it (talk about corruptions etc.) in a free manner.

The risk of doing such a thing is, not every government does things according to law, there is always the chance that if the government knew who runs the site, they might secretly target me, and make my life uneasy.

NearlyFreeSpeech.net is a good solid provider for this. They have a pay-as-you-go pricing model and respect free speech. I've used them before and they're excellent.

Thanks for the link, but pay-as-use is not something I am comfortable with . Is there one where I pay monthly for fixed amount of space/bandwidth like traditional web hosts?

It's suggested to purchase a VPS server to avoid potential problems to other clients on the same server such as blocking.

Even without disclosure it is very easy this days.

All they need to do is to block the site and those from that country will not be able to access the website.

The government will not block the site just because it criticizes them. If they block it, people will know, and it won't look good for the gov. But what I fear is, if they know who is running it, they will try to indirectly make my life miserable.

Nope, that would be rather direct. There's not a huge amount of low cost hosts in that market. What's your budget?
