That would be a VPS control panel (as in, to reboot the VPS, reload the OS, etc.) rather than an end-user control panel such as cPanel, DirectAdmin, Plesk, etc.

I would recommend that you take a look at delimiter.us - we've been using them for around three months now and they've been excellent (currently we have a VPS in Germany and San Jose, CA with them).

As you are looking for a cheap way to do things I would recommend you just purchase a VPS100 (100GB Disk Space, 1.5GB RAM, 4GB Burst) from them which comes with unmeteted bandwidth for $20/month - currently unmetered is only available in Frankfurt, San Jose, Paris, London, Copenhagen and Prague - it also comes with DirectAdmin control panel for free, or you can pay extra for cPanel if you wish.

Just make sure not to go for any of the other locations as they've recently introduced a new range called VPS Select which does not come with unmetered bandwidth.

Ahh I see thank you. Because RAMHost says to be unmanaged but does provide a Control Panel. Is it hard to setup the VPS from the Control Panel? ( Any experiences/skills required to do so? Or is it quite straight-forward? )
VPS control panel only let you do OS reload, reboot, using Ramhost's VPS control panel is easy.

Do you know how to setup apache, mysql, php.....?
If you don't, you need a managed VPS

Ok then I'll need managed lol, Thanks , I think I'll make a choice between:

    - KnownHost
    - ServInt
    - WiredTree

Which brings me to KnownHost quite fast seeing the prices heh.

EDIT: not sure about DirectSpace, is it managed and populair?
(And they got OpenVZ and VMWare plans, what's difference beside price?)
    got same question for enotchnetworks

yeah Ben is correct, web hosting control panel like cPanel is for managing websites and services via web gui interface instead of doing it via command line, see cpanel.net for more info.

Not true, if you have a control panel such as cPanel or DirectAdmin that is done for you.
However, if you do not have any basic experience with Linux commands etc. then yes, managed would likely still be better for you.

    enotch is unmanaged,
    directspace is managed,

    - KnownHost
    - ServInt
    - WiredTree
Those 3 are good hosts, if you don't mind the price, I am sure their VPS is better than directspace's

but directspace is a lot cheaper, only $10 for a managed vps.

again, search the forum for their reviews, there are plenty of reviews for them.

I have a $10 VPS with them, directspace $10 was unmanaged, but they later decide to give full managed support for it, I am not sure what that includes, you may want to ask their sales if you need a lot of handholding.

Never used them so I can't say directly but for myself I would have a hard time trusting a 1TB managed VPS for $10/mo to be around for the long wrong. But like I said who knows for sure.

Just reading this post I'm going to suggest that you at least start out with a fully managed host. If you're so inclined you can do whatever you want yourself and learn as you go along and eventually go to unmanaged if you want or just stay with fully managed.

I would suggest you take a look at Knownhost and Servint both are excellent hosts and you can't go wrong with them. I also recommend 6sync, they are relatively newer (compared to KH/SI) but I have been very impressed with them.
