domain transfer question
Hi guys,
If a domain has expired, then can the Registrar transfer the domain to someone else at any Stage (before Redumption, during Redumption or Pending Delete status)?
Is there any ICANN rule regarding this?

Any good registrar will never allow transfer of domain under any circumstances to another person before PendingDelete status and I am sure there will be a rule regarding this.

From the ICANN FAQ:
Section 3.7.5 of the ICANN Registrar Accreditation Agreement requires registrars to delete domain registrations after a second notice and a grace period, unless there are "extenuating circumstances." Some examples of such "extenuating circumstances" might include ownership disputes, payment disputes, or lame server delegations. Only the registrar would know exactly why it hasn't yet deleted a particular name. No specific dates or deadlines are prescribed in the current provisions.

My advice : Renew the domain with current registrar and then transfer the domain name after 45 days.

If client transfer the domain name out within 45 days after renewing the domain name with current registrars, they WONT get that extra 1 year which they would have recieved with the transfer.
So if you transfer the domain name before 45 days grace period after renewal you will lose that extra year.
