If I understand you correctly you want

    21X20 IP's
    21x Windows Server 2003 licenses
    21 TB of bandwidth
and a nice fat box to hold it all.

For $400 per month with $0 up front committment by you in terms of money.

Is that correct? If that is what you are after I think you need to be thinking about a number with a coma in it...

    Good luck,
    Joe

21X20 IP's , no 1 IP per VPS and 1 for the dedicated server he meant.
Do you need 1 license per VPS setup? o.O

You can ask for reccomendations, but hosts cannot respond nor reccomend themselves in the Main Forums.

You need to raise your budget maybe by 3-4 times, Windows licenses alone will eat up what your willing to pay.

For a vps-host server with 6 or more GB of Ram You need Windows 2003 Enterprise, cost per CPU per Month is around $50+/mo, so on a quad core thats $200+/mo, Now lets say you use Windows 2003 Web Edition on each VPS's that's another $12-18 per vps per month.

Now add the hardware cost, bandwidth, VPS Software (Viruozzo or other) and you will see that $400 per month will not do it.

PS: Hosting VPS's without RAID is not a good way of protecting your vps data/customers.

    Good luck

Multiple cores are licensed as a single cpu.
