Seeking a great offshore webhost!
I need a GREAT offshore webhost. (NOTHING TOO EXPENSIVE!)
It cannot have downtime. I also want it to be "quick", as I've heard from someone that an offshore webhost he used was giving him "high load times".
DDoS protection is optional, if you know one with moderate DDoS protection you can post it, but any off shore webhost will do.

You may want to consider a VPS. Depending on how much more you need, 138 gb is a pretty decent chunk. Most VPS will start off around $9 for 250gb. Id stay away from the unlimited hosts if i were you as youd probably break the CPU limit.

What is this web site for?
Why do you want it off shore?
Is it static, dynamic sql driven?
Where are the majority of the people located that will access the site?
What does "Nothing Too Expensive mean"? To one person it may mean nothing more than $10 a month, to another it means, nothing over $100 a month.

imo, The best web hosts are going to be in the US or potentially in Europe. With a VB forum, you need significant processor power and memory for the amount of data your serving.
Is the content your hosting legal in the US?
If so, then there is no reason not to get a provider in the US. If you are a US citizen, off-shore hosting offers you absolutely no legal protection what so ever.
There are many providers in the US that will allow any type of content, as long as it is legal.
Are you doing something that makes you think you would suffer from DOS attacks?
Moderate DDOS protection, could easily run you over $300 a month.
No down time is not possible, but a high availability setup that gets darn close is. It is not in expensive.
Let me know why you think you might have DDOS problems and if your content is US legal.
