There are many that has PoPs in Japan or Hong Kong, are there any that offers CDN PoPs in China? If not, how should one handle traffics in China?

ChinaCache will only allow you to host domains which are properly registered with the PRC government. I believe this is (or should) be the case with any and all CDN services operating in China.

That is absolutely correct. Proper registration (ICP & Beian)is required for any website that intends on serving content from servers directly located inside the Great Firewall. Not sure about ChinaCache, but some other CDNs that serve China can assist with obtaining the proper licenses.

If the hype is anything to go by then the chances are that by the time the traffic actually reaches your China users it'll have gone through about fifty firewalls and filters regardless of where it came from.
