Most hosting company with reseller plan include few free IPs. Most companies charge IPs over free limit from $ 1.00 to $ 2 per month.

What sort of space and bandwidth are you going to be needing? That obviously will play a part in choosing the right company that fits your budget.

VPS basically means that you get an allocated amount of resources from a super server all to yourself. A VPS is in fact better because you won't have to share resources with others and you'll get a portion just for yourself. You will also be able to create shared and reseller accounts. Getting multiple IP addresses shouldn't be a problem, you'll just have to pay for each additional IP address that you want to get.

Reseller hostings generally don't provide dedicated ip address. The companies generally ask few dollars per month for each ip. If you contact them when they maybe give you a special offer.

Hostnine is all that you need. Within a single account you will get access to almost ten different locations with multiple IP addresses. We use them as well.

What do you mean by how does hostnine compare to hostgator? Your thread is about resellers that do offer several IP addresses. With hostnine you get a lot of IP addresses and you don't have to pay extra for them (unless you want dedicated IP addresses). To my knowledge that is not the case with hostgator.

We have the uptime. However we cannot provide anyone with 7 dedicated IPs, unless they're used for SSL Certificates. Our company follows AtlantaNAP's (and ARIN's) strict IP policies. If you require multiple IP's for multiple SSL installations - this wouldn't be a problem.
