I love the hidden small print found here
Payment Terms
$1.00 per month based on 1 year pre-payment plus a one time $39.00 lifetime membership fee. Example: 1st year total cost, $12 hosting fee plus the one time $39.00 membership fee = $51.00 Each year after your total cost only $12.00 per year!!!What's your budget?
Seriously, what's your budget?

I think this part is more interesting:
"HIGH RESOURCE USER POLICY
Resources are defined as bandwidth and/or processor utilization.
onedollarhost.net may implement the following policy to its sole discretion:
When a website is found to be monopolising the resources available onedollarhost.net reserves the right to suspend that site immediately. This policy is only implemented in extreme circumstances and is intended to prevent the misuse of our servers. Customers may be offered an option whereby onedollarhost.net continues hosting the website for an additional fee. "I come from the land downunder

Well, if they load 500 unknowing customers onto a $99 a month server, they might outlive us all. Hell, they're probably putting well over a thousand customers on that server.

Ok so they offer $1 dollar hosting.. what exactly is their business plan? Apparently it's not to succeed by offering hosting at $1 dollar per month (even with the setup fees).. what are the trying to achieve?

Well, it may well be legitimate...
While the practice of offering "unlimited" is unethical, it certainly draws the unsuspecting - especially at $1. If this person wanted to start a real hosting company but had $0 capital, then succeeding at this would certainly send them on their way.
A bit risky though.
