Not sure how many game servers you are trying to run on that server but CS 1.6 doesn't require a lot of RAM. The CPU will be your main bottleneck. Then you will need a provider with a solid and reliable network, a provider with a lot of peerings would be A+.

I would recommend to just rent a few game servers from a reputable company. You can always get your own dedicated server once you built up your community and get donations etc.

Budget expanded into 100 GBP, and either VPS/Dedicated that can hold 300-350 Slot or gameservers package which got 300-350 Slot !
