    Here's a result taken from the server to an IP which has the problem.
    As you can see, the problems start a hop in Brazil.

    Either your client or you will need to contact telesp.net.br for them to resolve the issue. It's likely localised to a specific subnet - if you try running an MTR from another one of your subnets to the same IP address; it will work fine.

    Due to the fact that loss from the last hop is lower than the ones toward it; I would presume that the connection is *almost* fine. Get them to contact their ISP about the 3% packet loss.

    I have another server with different provider, they still have loss, but they can connect to the other server, but my hetzner server doesn't exist for them and when they try to run MTR to my Hetzner server IP, they get No response from host in all hops.

    From there being no hop on the MTR, it is likely a routing problem with their ISP (No route announced to hetzner's IPs)

    Guess I have nothing to do, only have to order new server now from differet provider. I didn't get a server to fix ISP problems.
    I don't blame IceBlueHost for anything, they have been very nice with me and they tried to help.

    please be aware that recently 5.0.0.0/8 has been splitted and assigned to various entities... to name a few well-known ones:

    hetzner (5.9.0.0/16)
    OVH (5.39.0.0/17)
    softlayer (5.10.64.0/18)

    that /8 was previosly flagged as BOGON

    the IP address you got assigned appear to be exactly into that range (5.9.6.174 is the one you got... right?)

    I wouldn't be surprised if one of those ISPs not able to reach your server are dropping anything to/from the whole 5.0.0.0/8 ...

    Maybe AS27699 isn't accepting that route?

    Still showing 5.0.0.0/8 as a bogon, there are probably old routers that still have filters on them.

    Surely... there are some ISP around (even an italian residential one) that appear to be filtering 5.0.0.0/8 ...

    it's not an hetzner issue! it's an issue of your home ISP!

    as a confirm try to ping this OVH ip:

    5.39.2.254

    I can ping it... can you?

    Damn it, I just got a new server from Hetzner and it has an IP from the 5.0.0.0 range. Should I request a new IP for my server or just let it be?

    All people need to do is whois the network that isn't taking the packets and drop an email to their tech handle. Of course they will respond better if the requestor is an ISP with good knowledge of BGP.

    Sorry to say, but the problem here is Hetzner, not us.
    We cannot help that they block a whole subnet instead of simply locking the IP's that cause the problems.
    They are by no doubt the most strict data center I have ever worked with, and unfortunately there is often little logic in their actions.
    Don't get me wrong, servers and network are great, but if you run into a problem (caused by spammers for example) then you have very little time to look into it and solve it.

    With all due respect, Hetzner are YOUR problem. When a client buys from you instead of directly from Hetzner, then Hetzner's problems become your problems too.
