I remember reading somewhere Google prefers the hyphens over underscores.

SEO Filenames
If you try to put keywords in your file names, use "-", not "_". It is widely known that Google can parse keywords separated by "-".
By the way, the keywords in filenames don't carry that much weight when it comes to SEO. So, I wouldn't spend too much time on it.Kick Ass SEO - Minnesota Search Engine Optimization Service

Use a dash "-"
Google does see individual words separated by an underscore, however it's still best to use a dash.
When you hyperlink using an underscore it can look like a space in the URL, example:
www.domain.com/under_score.html

Don't forget your customers when you go on your file- naming-scheme.
Telling that to someone over the phone (file dash naming dash scheme) gets a bit wearysome and some people (like me) hate to type in names with dashes.

it's pretty simple, if you're using underscores it will take you more time to optimize. The case with hyphens is a different piece of story, they are much more SEO friendly.

eureka, i get it now, when you use an underscore it can be confusing in a link and some people might think its a space, where as the dash cant be confused, a dash is a dash, and underscore can be mistaken for a space.

That could be happened but i this dashes is the best to make ur file .hyphens not looking good as a address.and also underscore seems like space so "-" that is good to use for address.

Question how does one make a good file name, path, sub directory name?
is repeating keywords a bad thing? how much should a keyword be repeated, is it spamming to repeat words too much?
is for example
http://www.hgh.tv/hgh/human-growth-h...ormone-hgh.php
aka - hgh.tv / hgh / human growth hormone / what is human growth hormone . php
spamming keywords? or would it be better to just do
http://www.hgh.tv/what-is-human-growth-hormone.php
what is the rule for creating paths, sub directories, file names etc... when taken as a WHOLE?
what is the seo science behind the path/url??Visit today: PHP and Design Talk, Tutorials & Discussion

In the beginning, the file names are separated by Underscores "_" , now there is no issues in naming a file with hyphens. Users are more convenient in reading "be-first-on-google" than "be_first_on_google". This will not affect your Keyword Density or ranking.

The below is the result that got from Google when searching for the Keyphrase "Reseller Web Hosting"
4 Out of 10 Links contains the key phrase and it added weight to the site.
en.wikipedia.org/wiki/Reseller_web_hosting
www.websitesource.com/clientarea/reseller.shtml
http://www.dedicatedhostinghub.com/R...b-Hosting.html
www.thewhir.com/reseller/
I have omitted the two results since its domain is itself contains keyword.
www.resellerclub.com
www.valuereseller.net
What do you say about those results?█ Inway - India's Most Trusted Web Host

inway none of the results have the phrase "reseller web hosting". Sure they contain some of the words from the phrase, but not the phrase itself. Please be clear when trying to make your point.

Well what I say is that:
en.wikipedia.org/wiki/Reseller_web_hosting
has 2,563,869 links pointing at the site
www.websitesource.com/clientarea/reseller.shtml
has 96,490 links pointing at the site
www.dedicatedhostinghub.com/Reseller-Web-Hosting.html
has 14,498 links pointing at the site
www.thewhir.com/reseller/
Has 122,029 links pointing at the site and that is the reason for the rankings not some words in the URL
