Try Sigo. They allow you to use other forms of verification such as ID in your home country.

Have you tried buying a U.S.-based prepaid debit card on eBay? There seems to be a lot of those available, especially around the holidays.

Even after getting the card, there may still be a problem if the vendor will not ship the goods outside of the country.

I used to have a prepaid debit card about 2 years ago. I was with a company called green dot? Not sure but anyways it wasn't worth it. Every month I would get a $5 maintenance fee which seems ridiculous as it's prepaid and doesn't require any maintenance whatsoever. Overall, if you ever get a prepaid debit card look into their terms of service to make sure they don't charge any fees. If they do then I wouldn't recommend getting one.

    Have a look at www.epassporte.com

Anyone outside US can get an epassporte business account and charge it by sending wire transfers to them. Then use their virtual card to buy stuff online.

Almost all prepaid cards will have silly fees for pretty much everything you do or don't do.

I have an epassporte personal account that I have used since early 2005 on regular basis without any major issues. So they are reliable.

They don't require SSN but may ask you for an ID issued by the government of your country.

if you start having a lot of money in epassporte or many transactions they will freeze your account and ask for a ton of information to verify your account and unfreeze it.

My account was unfrozen within 2 hours of providing ID/address proof. If you are not doing anything illegal and have nothing to hide then there is no need to worry.

Now a days they give 1 month notice asking you to provide ID and address proof by uploading scanned copies to your account control panel.

Their phone support is very good and that helps.

    1. There will be problem. Epassporte will ask for address proof and you may not be able to provide any documentation to prove your connection with the address on your account.

    2. There is a limit on the number and amount of transactions that can be done in a day. For new cards that limit is either $500 or $1000 total per day with 10 or 20 transactions per day. These limits can be increased if you are able to provide good ID and address proof.

    3. You will get both virtual as well as plastic (Visa electron card). For online shopping Virtual card has to be used for for buying in brick and mortar stores you must use plastic card.
