TOMCAT if i am not mistaken needs much RAM to work fine.. so i could say that the first option is better (with 256BMB RAM).
Nobody is perfect! My name is nobody!

    Ouch!, then:

512 + JAVA (TomCat) = slow in comparation with:
    256 without JAVA (TomCat)

However if you saying that the 512mb VPS comes with TOMCat however you don't need it TOMCat can be unistalled meaning that the 512mb VPS would be faster than the 256MB.

    Sure,

    512 > speed 256 > 128

    But Yes!, I need TOMCAT

But I no want LOST speed, And I no can take dedicated...

I need TOMCAT, but I have FEAR of lost SPEED.

My customers are very happy, but...

Maybe 512+TOMCAT JAVA = < SPEED in comparation with 256 With Out TOM CAT JAVA

If you need TOMCAT then why are you asking if a 256MB VPS without TOM CAT will be ok.

If you need TOMCAT then you need the 512mb atleast.

Your asking which will be faster..thats pretty much obvious in any and all aspects..a 512MB vps will "always" be faster than a 256MB VPS...ram does count especially since each time you add something to the vps, youre ram gets used in its process (generally).

    TOMCAT Vs. No TomCat...

Your clients want it...so its another obvious decision...if you want to keep your clients happy and earn off of them--- tom cat it is...If you want a faster vps --- 512MB it is.

512MB all the way...unless you have a tight budget..then its 256MB..however you may find a lot of memory used up issues and vps shut downs if you run a few resource utilising sites.

Another note, you want to go with a company that allows you to upgrade the ram higher than 512mb in the future. As if your client base grows to large you will ned more ram to keep the avaliability of the sites.

If you need to offer TOM CAT then go with the 512mb VPS as it will not work on the 256MB VPS.

Just upgrade your RAM to 768Mb or 1Gb.. You'll get good performance..
