Need a host that does not throttle back large file downloads

No I am not using the site as for anything dubious.
I am a video editor who works for a production company. We have a shared hosting plan (w/ StartLogic) and have been experiencing reduced speeds when ftp'ing or http'ing raw video and audio files between locations and with other companies.
It seems that a lot of people have abused the shared webhost scenario by trying to use it as a personal media server, and thus companies have, appropriately perhaps, put restrictions into there terms of use.
However, what we do is strictly business and it is part of what I thought we had signed up for. We have a plan "unlimited" bandwidth. However, we use less than 1GB of bandwidth, maybe 500MB for our website.
Tech support claims that they are not restricting our use. But unless there service just got much worse, I can think of no other explanation. We have a 10Mbps/1Mbps cable internet plan. At other sites we can utilize the entire throughput or close to it. Uploads on our site are between 25Kbps-60Kbps and downloads usually hover around 60Kbps.
I tried uploading and downloading some files at a friend's site and got our full upload speed, but downloads were about the same.
Can anyone recommend a company that allows legitimate business "file sharing" as part of their webhost package?

Unlimited bandwidth does not mean unlimited speed. This is one of the problems with selling Internet connections by speed and data center connections by total data transferred.
Look for a provider that sells bandwidth by Mbps, not total data transferred.

Vern, do you happen to have any recommendations on that score? I've looked at many webhosts and haven't seen a shared host that mentioned throughput speeds in their plans.

Here's the issue. One very likely reason this may be happening is that you're using an "unlimited" bandwidth host and you simply cannot expect to get great speeds there.
How much data are you pushing?

I doubt you'd find one offering that in conjunction with shared, you should be looking for dedicated in my opinion (most I've seen don't even do dedicated by speed).

He's using 1GB of data transfer with his site. A dedicated looks like definite overkill.
60kbps is well under what one can expect from shared hosting. There's some other issue at hand here. Maybe it's the host's throttling (bad idea/bad limit level), but I suppose it could be a connection issue between him and the host too.
I found 2 sites hosted by SL: ulivewhere.com and jewelrybyellen.com and the connection from my end was definitely not what the OP has experienced with his site.

Are you able to post any test download links for the site so we can check the download speeds?

You might be better suited for a plan that allows file hosting and not just web hosting. A VPS would probably be better, managed if you aren't comfortable running it yourself.
