If you plan on selling text links on your website be prepared to have:
Toolbar PR to go down
Stop ranking well in Google
Stop getting traffic from Google.
Google does NOT like websites that sell links.Jaan Kanellis | iNET Interactive

yes it "pulls some of the power" from your PR
I try not to have any outlinks on the homepage, which is where most backlinks to me are pointing to

I think the reason can be more complex than that. It might be due to some of your previous links having their PR lost to some degree recently, or more links might have been added on the pages that contain links to your page.

Your page rank has no relationship with the actual rankings ofyour website i.e SERPS. Changes in Page Rank is not an indication of increased or decreased rankings on Google. It is just a parameter which even Google doesnt rely upon.
Its better to concentrate on your actual rankings rather than worrying about PR, unless and until you get PR1-2.SEO Services Specialists | SEO Marketing Consultants - Search Engine Marketing Consultant

All suggesting are the right points.
It also seems your web site must be at bottom edge of page rank 7. Try checking other various factor i.e. backlink counts, containing terms etc.
Also try to find out did your web site lost any or few good backlinks.

I think its because of the back count of backlinks and if you are selling links on your page then its it , as google hate it.

How would google understand the difference between a textlink ad and a link? I have a big forum and every post has tones of links.

I sell a few links on a site I own, and the PR went up this last month. I don't necessarily think textlinks will decrease your Pagerank.

The problem is such links are essentially useless. It is much better to work on getting natural backlinks than to bother with sites that force "nofollow".
Also, if anyone tries to sell you a program called PR Backlink Generator, don't waste your time. It doesn't even work anymore. It locks up as soon as you click on the first tab after it's completed searching for relevant sites to put links on.Cpanel/WHM • PHP • Perl • Ruby • Full Time Support

Indeed, true.
Link juice won't pass through if you use "nofollow" attribute, people sell them to make money off their websites. Personally if I see a website with relevant traffic to my website, I'd buy a link from them even if they use nofollow attribute. I am getting relevant traffic, who cares about link juice, if people care about strong backlinks, natural linking is the best and for this you need tons of unique content and proper marketing strategies.
Regarding the PR backlink generator, please PM me.

PageRank is still related to ranking position , not necessarily as displayed by the Google toolbar ,which can be well out of date.
Could be many factors effecting your current PR display , unless it suddenly drops to zero , then there is no real evidence of penalty

Google has stated that if you sell text link adds your PR will go down. Matt Cutts discusses this alot. You can find his blog by searching for his name.

That pretty much sums it up...
A natural question is: what is Google’s current approach to link buying? Of course our link-weighting algorithms are the first line of defense, but it’s difficult to catch every problem case in adversarial information retrieval, so we also look for problems and leaks in different semi-automatic ways. Reputable sites that sell links won’t have their search engine rankings or PageRank penalized–a search for [daily cal] would still return dailycal.org. However, link-selling sites can lose their ability to give reputation (e.g. PageRank and anchortext).
What if a site wants to buy links purely for visitor click traffic, to build buzz, or to support another site? In that situation, I would use the rel=”nofollow” attribute. The nofollow tag allows a site to add a link that abstains from being an editorial vote. Using nofollow is a safe way to buy links, because it’s a machine-readable way to specify that a link doesn’t have to be counted as a vote by a search engine.█ www.JGRoboMarketing.com / "Automate.
