budget is open but the network should be fast $ 100% uptime.

100% - its unpossible. I think that 97-98 - not bad.

for the requirements your asking, you may want to up your buget as hosting within the uk is not the cheapest of countries

100% uptime is possible if you carefully manage the server (especially with load balancing) and the network/data centre are good. The specs quoted above aren't going to cost too much except for the Windows the MSSQL licenses. Windows tends not to be so expensive but MSSQL, in our experience, is.
You'd be better googling or looking at the offers forum here than posting because hosts are not allowed to respond with offers to you.
