A couple of comments regarding your question:
First and most importantly, if you are comparing merchant accounts based on rates, you are completely off base and making yourself an easy target for gougers. There are tons of things to consider in addition to just rate, and you need to compare processing schedules based on the entire program as a whole, not just the individual components.

Secondly, it is impossible to answer your question about which program is 'better' without more information on your part. For example, what is your projected volume and average ticket amount. What will be the projected breakdown of qualified/midqualified/nonqualified for your unique business? And why are you only quoting qualified and non-qualified?...what about mid-qualified?? Hint: If someone is trying to sell you a two-tiered pricing structure instead of three-tired, you are probably being overcharged.
