If all you are trying is to get a better rate I think look around for another reseller account. I don't recommend going into a VPS yet if your limited to costs.

I also agree with what people are saying. Go with a host that offer's Cpanel. They would be able to provide you with what you are looking from. Don't recommend doing that running the site from home.

Is there any reason why you are looking for a free panel? I think you are better off going with Cpanel. It's paid, but it is very easy to use.
