350 is the rate Equinix charges to the one who orders the cross connect. It's the same price for anybody unless the exception has negotiated in writing fixed pricing with no jackup rates for N years...

For IPv6 you don't really need any qualifications. And you do not need to have a v4 allocation in order to get a v6. They are completely independent.

They think power pricing based on their domestic subsidised rates and want to pay the same on a datacenter environment. Or less.
That said they are willing to sacrifice redundant power and even UPS.

Buying services from foreign companies make you pay 27.5% of the amount as Federal Income Tax witholding (there is no such thing as a W8 or W9 form or similar)....
