Short answer: Yes they can
Proxy sites need more RAM than CPU. So, yes Atoms can handle proxies well. But you will soon run out of RAM.
Proxy sites typically aren't very CPU-intense, so an Atom CPU should be fine.
Which type of Proxy application are you looking to run?

Glype and other web based proxies will eat a Atom alive if you get any sort of long term returning traffic. They are very CPU intensive - CoderJosh must be thinking of a different application.
I've been very happy with the Atoms. It should be fine for you unless you are hosting a high-traffic proxy site.
