Good luck, I am not aware of ANY registrar that will satisfy your criteria
dmaven is right. Registrars pay $6 to registry (in .com case) and $0.25 to ICANN. It equals 6.25/yr. Anybody selling cheaper than that is doing this for a loss with all consequences.

I am sure if you buy hosting or some other product they will let you transfer under $5.00
