Instead of booting them and claiming TOS CPU usage, it's better just to put them on one of your spare VZ nodes and keep them isolated.
It is upsetting when people move from a Dual Xeon Dedicated to a VPS and expect the same performance, but what can you do. Booting them has other side effects, all of which are negative. It's easier to maintain some spare VZ nodes.
Maybe Sting13's friend got booted because he had illegal content?
