In a very broad sense, PageRank is based primarily on how many sites link to you and the quality of them. The increase between numbers is exponential.
phpBB has PR10 because every phpBB installation links to them, as well as many other sites--a lot of them with good quality.
As far as specifics, you'll have to wait for someone else.

That's how it works. As for the importance of it, it is a factor in how well your site is ranked. Notice the wording - it is a factor, just one factor (albeit a fairly high profile factor) that figures into a complicated, constantly changing algorithm that determines Google rankings.
Apparently, it's also good for bragging rights and a boost in value for advertising :)
Is the PR really can be improved by adding your link to higher PR sites?
Thanks for the clarification everyone. I was always under the impression that if your website came up under a specific search term, that the results would be ordered from highest PR to lowest.

Your PR can be improved by linking to higher PR sites also if you can get a link to a .edu or .gov site it can really boost things for you.Quote:

A good way to get strong links is by writing articles that people will find helpful and will link to.
A link to another site, regardless of the PR of that site's pages or the site's tld, has virtually no effect on the PageRank of the linking page -- while it may have an effect on rankings for specific queries. The "virtually" in the above paragraph, for the sake of accuracy, is because by making that link you'll contribute in a small way to the PageRank of the page you're linking to, and that will have a small affect on the PR of the site's other pages... and if there's a return link to you, you'll see some PageRank benefit back. But it's a very small effect, not likely to bring about any ranking benefit and almost certainly not any change in the toolbar-indicated PageRank of your own pages.
Or you can your articles submit to article directories like goarticles.com and if your content will be useful for others, webmasters will use your article on their websites (with your byline) => from my own experience you can get hundreds backlinks from one article in case it is interesting for others.Quote:

Anyway, if you want to be in the top positions in google (and another search engines), there is important not only page rank but also the anchor text - if possible use your keywords in the anchor text.
