Nomally if it is a dedicated server you will get that per month, in shared hosting i dont think they do.
Yes, in dedicated servers it is common to see a terabyte of bandwidth. In shared hosting, either they're saying "per year" or they're dangerously overselling.
I would persume you are talking about a dedicated server when you say "When a server says 1000gb of bandwidth..." Generaly this is per month. If you are still worried drop the company an e-mail and find out for definate.
