What would be the best approach for this?
I'd like to be able to allow the user to set the timed event.

your main problem is that php is wholey server side meaning there is technically no way to do this without a server side cron application. most host do have a generic version of cron in their hosting scripts.
other then that im fairly sure there is no other way with just php.
Probably the only reasonable way to do this without writing your own persistent process to handle all the timing is to have a cron script run every minute and determine somehow what tasks need to be done that minute, doing them, and shutting down until it's called again a minute later.
