Try local advertising, flyers, etc.
Indeed , most small business dont look online for webhosting, but rahter in local papers.Quote:

Verizon Yellow Pages PPC might be interesting idea. From what I have read, you can target your audience by location...

You'd be surprised how many local businesses out there need a website. I'll post some examples below.
1) Local furniture store where I buy all my furniture asked me what I did for a living and when I told him he was like "where can I signup to get my own website".
2) Local sportsbar (family-owned) opened up across the street from our offices and I was one of the first customers. Explained how it would be much more effiecient to have the other companies around order online instead of using those "fax-back" menus that are too much of a hassle for myself anyway.
These are just some ideas you can use to drum up new business locally. It is waaay easier in person than online. Might not hurt to put a sign on your car too (just make sure to keep it clean). I can't keep mine clean so I don't have a sign on my car yet :)
I have actually called a lot of numbers and visited many websites by just seeing them posted on a car and after talking with folks who have done it, it turns out posting an ad on your car is one of the better ways of advertising also.

Advertise on your local portal, participate in your local community forums, do social networking, pass out flyers, register in your local business commerce, buy legit mailing lists and send your web hosting brochures to them or special offers.
