Beware with Namecheap and certain ccTLDs

This post is to let you know something that I think you should know about Namecheap and some ccTLDs (I don't know about other registrars). I would appreciate very much your opinions too.
I like Namecheap a lot, I think their services are good and people at support are very polite and almost always fast and helpful. But I'm not happy with them right now and let me tell you why.
I own some domains since 2009 and I use their web hosting service too. Even when a friend need a domain name, I suggest them to use Namecheap because I think they are not evil like some others registrars (just my opinion, no big prior experiences).
I own a .PE domain that was about to expire, so I tried to renew it a day before expiration date but I couldn't. Why? people at support told me that there was no grace period and my domain was in redemption period even before expiration, it was set to be deleted. They told me that they could ask their upstream provider to reactivate the domain for $250 ($200 fee + $49.98 for the domain name) and I felt that I had no choice so I said yes, do it. About 62 hours later, the domain was back with me but I feel that I need a good explanation why this valuable information (that I needed to pay 5 days before expiration date) is nowhere to be seen at Namecheap site.

They told me that I needed to read the link above but as you can see it clearly says:

PLEASE NOTE THAT YOUR FAILURE TO RENEW YOUR COUNTRY SPECIFIC DOMAIN NAMES AND RELATED SERVICES BEFORE THE EXPIRATION DATES WILL RESULT IN A DELETION OF YOUR COUNTRY SPECIFIC DOMAIN NAME FROM THE REGISTRY
In the last reply from Namecheap support, they told something like "be assured that you will receive the warning about the possible domain expiration next time" and "We are deeply sorry for not notifying you about the policy in time" and yes, they might be sorry but I'm the one who needed to pay a $200 premium to get back his domain.
I really think Namecheap made a mistake but I may be wrong that's why I would like your opinion about this negative experience. I still think Namecheap is good but I will start consider transfering my domains if someone doesn't convince me that I was all my fault, that's why I will kindly wait for your replies, I would like to be convinced that it was my mistake.
