That site has some decent offerings for budget providers in the Kansas City area.
Also, search this forum for "Kansas City VPS." - That should pull up some great providers.
Keep in mind that LEB offers are $7.50 and under. So you are getting budget plans, and most (not all) of those providers you have never heard of. Although you do have some easily recognized names as well.
If you are looking for a better solution higher than KMart, you may want to check out the WHT B&S section for VPS. While 'cheap' is a fine fit for some, others are looking for a level of quality and uptime.

Ramhost has some plans, but comes just shy of your RAM requirement. If you have a little wiggle room, they are a great, established, great reputation, stable, high uptime, unmanaged provider.

As Kansas City isn't a major Internet market by any means, you won't see the same kind of quality you will see in the major datacenter cities because the infrastructure just isn't there.

OP: is there a particular reason why you want Kansas City as opposed to other, more well-established Internet markets like Atlanta, Dallas, etc?
