I don't know if they're on RIPE or not - all I know is that these are IPs and IP subnets have attempted to defraud our company or other reputable hosts who have shared their experiences on this very topic.
How can you get burned? Quite a few ways really:
1. Chargeback fees
2. Erroneous domain registration
3. Propensity for SPAM operations to emanate from your servers.
4. Possibility of losing merchant account
5. Accounting nightmare - gotta love the tax man :)
Please remember that the above only applies to those who try to defraud us. Going over bandwidth allocations could only happen to a bona-fide, existing client and even then we communicate with the client as to address this situation before it arises (extra bandwidth etc.)
Lastly, there's no such thing as a dumb question. It'd be dumber to live in ignorance.

Then there's the people who pay for hosting, get a few months out of it, then order a charge back.
