You may however want to consider a VPS if you only want to practice Linux.
It doesn't matter if the box is low end only or a $20000 box. Fact is that it uses space (i'd say 4U if laid on it's side) and power. You look at at least $100/month with BW included.
Yes, colocating midtowers isn't cheap, mostly because of the space requirements.
I agree with the above poster. Look for a VPS or cheap dedicated server solution. You'll get a ton of experience out of a VPS or a $50-$75 dedicated server, and it will most likely have a faster processor and more RAM, too. ;)
Checkout Nocsters closeout section, they have alot of low end boxes for under $100 per month. I think they even have a Dual P3 800Mhz for under $100 per month.

You can't just lay the box on it's side without an ATX tower conversion kit.
Racks are meant for rackmounted equipment. You won't find many colo providers that will just lay ia machine on its side in a cabinet. That means you are laying it on top of someone elses server, which most colo customers would not be very happy about.
