It is your firewall, it is set to block pings so it will not respond. You will be able to verify the server is up simply by ssh or you can telnet to port 80 if it is a webserver.
Ping doesn't use a port. Did you disable ICMP traffic? I remember you posting another topic about iptables and firewall rules. There is a good book out there form Barnes and Noble about building firewalls, I'd pick it up and test this config on your local machine before deploying it to a remote production one.
you probably have ICMP disabled. Try to make an iptables -L and show us :)
probably ICMP traffic is being blocked along the way some where . A lot of dedicated server companies are filtering ICMP traffic.
