If you have an overseas host, that has a datacenter in the US, but the nameservers point to overseas, how much will that slow down your system?

Running a DNS on a server located oversea does not slow down the loading speed of your web site. It may take longer to resolve to the web site, but it is not obvious. In fact, it is a good practice to have a DNS server spreaded across world-wide.
