I have a dedicated server with two IP addresses (for ns1.otaku-projects.com and ns2.otaku-projects.com). Those two IP addresses are distinct, and I have setup the forward and backward DNS for them.
What more do I have to do to make it so that ns1/ns2.otaku-projects.com can be used as the name servers for a domain? (Something about registering them with InterNIC?)

You can goto www.gkg.net they allow a service to register nameservers. Go check them out.
Here is the Direct Link http://www.gkg.net/domain/changes/dns_form.html

It looks like your domain name is registered with Dotster, so you're in luck... it's very easy to do. Log into your Dotster account, select your domain name (click "Manage"), then scroll down and click "Name Server Registration/Update" and submit the information. No sweat. :)
