I am trying to start a VPN company and I am looking for a software that would help to bill my customers. Does anyone has an idea which one I could use?
Also, I would like to know if it is worth it to create an offshore company to be protected in case someone use it for criminal activity.

It wouldn't do you any good to create an offshore 'company' unless by that you mean putting the actual server(s) offshore since the servers would be the ones taken down if criminal activity began to occur.

Check out WHMCS, there are a few VPN management panels that support billing with it.
You usually will just get take down notices that you have to comply with in a timely manner, i wouldn't worry about the offshore stuff
