After some good searching I could only find that the control panel smarthostingcontroller to have automated billing and user management included wich we really need.

Are there more control panels that have that?
I know that cpanel or ensim has more options and are moer powerfull but they don't have automatic invoices through e-mail wich we really need...

We probably are forced to buy it then ;-)
Is that a bad thing?

We hope you can/will give us advice for this very serious matter.
It is for a small webhosting company who wants to sell three different packages and give the clients a nice CP. No Credit Card options are needed.

I've heard some great things about WebHost 5.0. Its just a billing piece of software, but works really well. What you can do is just link it up with a control panel. The best part is that WebHost 5.0 also has some advanced features like autobilling, autoinvoicing, paypal support, check support, credit card support, and unlimited users support. Its really cheap ($50 I think) and its worth it.

It's simply not true that cpanel and ensim have more options and are more powerful.

Cpanel does have some more features at the moment however it's less stable.
Ensim doesn't have more features. I can't judge about the stableness yet.
