are canadian domains transferable to international owners ?

It should never be allowed.

India has strict norms for country domain and it makes a lot of sense. So far there are only about couple of thousands .CO.IN names registered and all the domain owners are registered business establishments. [If it was freely allowed then Pakistan would have had a great time picking up all the .CO.IN domains to host propaganda/dis-information websites.]

Unless ofcourse it the registrant is a multinational with atleast a branch office in the country of the domain then I feel it is ok to let them have it.

This is true, India has very strict policy against .Co.in domain registration.

But the domain which is sales on thread:
http://www.webhostingtalk.com/showthread.php?s=&threadid=97840

is

Hostingca.com

This gives the feeling of Canadian company but actually its .COM.
So anybody can registrer it.

By canadian laws only Canadian resident(s)/businesses can register a .ca domain.

I don't agree that hostingca.com sounds canadian... sounds more like Hosting California. Or like Nautica, hostingca... and .com's are available to anyone.

how is hostingca.com related to .co.in or .ca ?
