I currently have hosting for my LAMP stuff on Dreamhost, and I'm quite happy with them.

I've done PHP for about 10 years, but with this new job, I'm switching to .NET/C#. For me, learning a new language / framework is easier if I have some sort of project to do, not just reading it from a book or mini tutorials. So I'm looking for Windows web hosting for my other personal stuff.

Budget: $20/month or less, unless it's host that is as reliable as Rackspace, but costs less.

Requirements:
ASP.NET 4.0 / C# 4.0 (unlimited storage is nice, but probably won't be a lot of code)
SQL Server 2008 (Storage space here is more important)

I noticed the SQL Server storage space on all of the hosts I've looked at is pretty small. DiscountASP, CrystalTech, LunarPages. They average around 300MB of SQL Server storage. I might need more than that.

Do I need RDP for management?

I plan to make a lot of REST calls to other services, so I don't know if that matters.

Any help is very much appreciate, thank you.

No you don't need RDP to manage hosting account.
Do you need more than 300MB disk space for one MSSQL database or multiple databases?
Usually the limit is per database. Depending on what you sign up, one hosting package may include more than 1 MSSQL database.

Thanks for the response. I was thinking of 1 database larger than 300MB.

I'm sure most hosts will offer MSSQL database upgrade when you exceed limit.
Just contact the host you like to request.

Check the offer section, some good Windows hosts in there.

You will not be needing the RDP like you asked, if you check out a Windows host and wanna customize a package, try contacting them...most likely you can find a Windows host that can setup a package for you :)

Good luck

Web Hosting control panel like Plesk offers lots of features to manage your windows hosting account and your MS SQL databases. If you select a Windows hosting provider with control panel provided for its clients, managing your web site's permissions etc. and managing your databases will be easier for you. Then you will not need to have a remote desktop connection.
