I am currently with 2checkout, so if I was to use this, I'd have to do my own fraud checks, etc?

You can either do your own fraud checking or sign up for FraudScreen.Net through your Authorize.Net control panel. Either way you are the one making the decision of whether to complete the charge or not - a huge advantage because you know a lot more about the transaction than any third party processor would know.

Is this account /offer open for Non-US residents ? I am from INDIA and have been dying to ge a Authorize.net acount for many days . MY email is below .
