If you are looking for a reliable host I would up the budget.

I don't think you can find a windows hosting package at $2/month.
Look around in offer forum to see if there's any special for a lower price than usual.

$2 per month is too low even for cheap shared Windows hosting. If you have not enough budget you could try to host your project for FREE on your home PC. (you will need dedicated IP address and good internet connection)

If you raised your budget to $5 or $6 a month you could get on board a pretty decent Windows Web Host if you find a special in WHT forums. Windows Hosting is slightly higher than Linux you have to keep in mind in most cases so you will be paying extra few bucks :)

Linux OS is freeware, however, windows 2008 server edition would cost $100 / month to most of the hosting companies. So you can imagine that offering account @ $2/month would be difficult on windows server without overselling.

Exactly right, maybe give or take $10, but most pay around $100 / month but that's why you will rarely see Windows Hosts at $2 / Month, and if you do, expect some looooow quality or down time most likely.

If they're charging that low, they most likely over sell so they can make profit which will mean some low quality or down time :)

Pay a few extra bucks...$5-$10 a month can get you some decent Windows Hosting easily without any worries.

Could be running ASP stuff or something...details have been lacking so far, just that he insists on $2 / Month, which hopefully he changes so he gets a quality host :)

at $2 a month you are really better looking for a Unix host and not a Windows host. Unix hosts are naturally cheaper because of the nature of the OS.

Is there something specific you are looking to do that requires a Windows host, like .NET? Are you looking to have a MS SQL database as well?

There is apparently a relation between the price and the service you get. I am sure there will be some providers that offer windows hosting with the price you ask, but I am sure you will see later the reason why.
