Hi is this possible? I have tried mod_throttle but found it not to work to well, maybe I had it setup wrong I am not to sure. Any suggestions....

What exactly do you mean by "found it not to work to well"?

Give bandmin a try.. Do a search on the forums here there was a message posted here that had a ftp address for it. The main site www.bandmin.org is currently down but the ftp is still up.

I must tell you that I personally favour two apache modules: mod_bandwidth (don't understand what could fail there :D ) and mod_throttle (http://www.snert.com/Software/mod_throttle/index.shtml) .
