are there other hosts with such cheap pricing?

I have had an IRCd hosted there, and found it to be reliable, but then again that's just my personal experience.

I assume you mean Sh3lls.net not the company the OP referred to. I find it odd that the company the OP referred to consistently says you can access any and all material even if it's illegal but then they say several times you are not allowed to access anything illegal. If you sign up with them you may want to get that clarified. They are located in the USA. If the FBI wants to know something about your account and who is the person behind it, you bet your balls that the host is going to roll on you! They aren't going to risk their livelihood just to keep a 2$/month account holder happy!

CheapVPN supposidly scammed quite a few people recently, there's a thread on here about it.

They're using a very common ripped template for what it's worth. If you're using a VPN for your own security and not just getting on hulu/youtube, I recommend you look into getting a cheap VPS somewhere and doing a VPN on it.

Going this route will give you peace of mind that any sort of log deleting/handling is done the way you want it.

We have just finished setting up some servers for http://yesvpn.net - their pricing isn't the cheapest, but their service is very good.

I have used strongvpn.com in the past, worked great.

I used to have one from sh3lls.net, their support is very good. They are really good with what they're doing.

But now I'm using a VPS instead and run my own point-to-point VPN there. :)

OpenVPN access server and a cheap VPS would be ideal but I think that you need to have an Xen VPS to be able to use OpenVPN-AS. The OpenVP-AS documentation lists the compatible enviroments.
I have it on my office server to be able to allow remote access for VoIP without exposing the PBX to the public interet. It is free if you don't need any more then two cocurrent conectios at any one time.

I like TuVPN.com. They have cheap prices and I got my VPN in a few hours. It supports both OpenVPN and PPTP and comes with some great tutorials to setup as well.

strongvpn.com, witopia.net and 12vpn.com are the most familiar names to me. Haven't recently used them though.
