Check out CountryHawk from www.cyscape.com. I implemented it after an initial site launch to help the customer cut down on credit card fraud. They (www.telliss.com) sell prepaid phone cards online and deliver pins in real-time.

We compared where their IP said they were from vs. where they said they were on the payment form. If it didn't match, we simply gave them the same declined page that a bad credit card would have. The US Department of Defense has a listing of countries that they consider terrorist nations. By blocking these countries and the non-matching IPs, we cut out over 80% of the fraud instantly.
