All domain registrars are ultimately a derivative of ICANN which is a U.S. entity. What you're asking for does not exist assuming you're talking about gTLD (.com, net, org, biz etc) and not a ccTLD.

Active-Domain.com , is an Offshore Domain registrar and they are not under US Jurisdiction .

internet.bs is based in the Bahamas.... Free privacy with registrations.

Unsure though how secure their privacy protection is say with a legal order from US courts.

Internet.bs is not safe, they told me that they would suspend the domain too if they received DMCA complaints.

+1 even if the company is located offshore gTLD are owned by a U.S. entity.
