You greatly limit yourself by requiring people to be in your area.

The best staff we had was always from another country :)

There are certainly positions available for people from outside our area, but we we can't put all of our operations outside our office. When a customer calls on the phone there's got to be someone there to answer it. When the mail comes in every day there's got to be someone there to sort out the checks and make sure the bills are paid. And when a local customer wants a web site designed, they want to be able to meet the designer, talk with them in person. Yes, having remote staff is great (all of our technical staff work from their home offices), but some staff absolutely have to be local, there's no way around it.
