Can you explain why you would need windows hosting for a 1 page website ? not saying it is impossible, but it is strange at least.

I assume you want to host(run) aspx, that is why you need Windows?

If you just want to host a small simple website I would recommend finding something in the offers section here that fits your needs. I currently have a couple websites at d2hosting.com for $2/month. Support there is not great, but i haven't had too many problems. If you are a beginner you may want to choose a reputable host that would offer quality support. You often get what you pay for.

Pay a few extra dollars a month for support, honesty, quality, and security. The first time you have a problem and need help it'll pay for itself 10-fold. The best references for finding a good host comes from the folks in these message boards.

If you are only hosting one page then I don't see the need for ASP, Perl, PHP or any other dynamic language, HTML should work just fine. So whether it is Windows or Linux you will probably be just fine.

Since there are literally thousands of hosting companies on the internet its important for you to really sit down and ask your-self what is more important? Are you looking for the cheapest host? Most Dependable? In other words, what are your priorities?
