If all you are changing is the registrar (DNS stays the same), there should be no downtime whatsoever.

The transition is usually seamless.

Just transferring a domain won't affect the website working time...It will be up and all emails will be delivered. This is only in the case when you haven't changed the server providing company..

If your just changing the domain and not the DNS settings, There should be no downtime.

Should be seamless until you change DNS.
